Not only do people not like to pay taxes. They do not like to pay taxes which go to people who should be working and paying taxes.

In reading the Old Testament prophets one quickly realizes that one of the reasons for God's punishment of his people was their lack of taking care of the poor. How can we more effectively take care of the poor? 

In Old Testament times, farmers were required to leave parts of their fields unharvested. The widows would then take from what was left.
It was this practice that led Boaz to find Ruth. And it was that relationship that can be found in the lineage of Jesus. (read Ruth Chapter 2)

Of course - nothing came free. The poor had to go out into the field to glean the crops. They didn't get the first or the best of anything - but they were taken care of. 
Perhaps this is a good example of 'workfare'. Now instead of making our poor glean, we make welfare recipients wait on line and fill out forms.
